Tokyo’s hotel pipeline is thin and building costs are rising again — but scarcity pays only where demand can absorb it

In the week of 31 August 2026, new construction-start and occupancy statistics confirmed a familiar picture: Japan’s hotel development pipeline is thinning, building costs in Tokyo are rising at more than 5% a year, and on 2 September the 10-year JGB yield closed above 3% for the first time since 1996. Constrained supply supports the value of hotels that are already built and stabilised. But new rooms in Tokyo are concentrated in a few wards, and room rates softened in early summer despite high occupancy. Scarcity therefore has to be tested ward by ward rather than assumed city-wide.

- The development pipeline is thinning: Japan’s confirmed plans for hotels of 100+ rooms fall from 4,967 rooms completing in 2026 to 2,526 in 2027 and 1,175 in 2028 (lower-bound estimates), while Tokyo construction costs rose 5.4% year on year in July.
- Financing costs moved up as well: the 10-year JGB yield closed at 3.006% on 2 September, its first close at or above 3% since September 1996 — raising the bar for new development relative to buying existing assets.
- Tokyo’s new supply is modest overall but uneven: incoming rooms equal about 6% of existing stock across the 23 wards, but roughly 10–12% in Taito and Sumida (estimates), so scarcity value has to be tested ward by ward.
- 開發管道收窄:全國100室以上酒店的已確認計劃,客房數由2026年落成的4,967間,降至2027年2,526間及2028年1,175間(下限估算);東京建築成本7月按年上升5.4%。
- 融資成本同步上升:10年期日債收益率於9月2日收報3.006%,為1996年9月以來首次收於3%或以上——相對於收購現有資產,新開發的門檻提高。
