In the week of 25 May 2026, official data and a major investor survey set out the economics of building new hotels in Tokyo. Construction costs for a reference reinforced-concrete building were 5.8% higher than a year earlier, several building materials were still edging up, and large landowners cited contractor shortages as a reason to re-examine projects. New starts of accommodation and food-service buildings fell sharply in early 2026, while investors’ expected yield for Tokyo limited-service hotels edged down to 4.1%. The result is a thinner margin between development cost and exit value — and a stronger case for discipline, standardised design and price certainty on small sites.

- Costs: the BCCI construction cost index for a Tokyo reinforced-concrete apartment building reached 143.8 in April (2015 = 100, provisional), up 5.8% year on year and about 16% above its 2023 average; MLIT’s May survey still found rebar, H-beams, formwork plywood and oil prices “slightly rising”.
- Supply: private starts of accommodation and food-service buildings fell 48.7% to 640,000 m² in January–April 2026, from a high 2025 base; Seibu cited labour-driven cost rises and a shortage of contractors in re-examining a major Tokyo redevelopment.
- Exit: the Japan Real Estate Institute’s survey put investors’ expected yield for Tokyo limited-service hotels at 4.1% (−0.1pt), so value can still exceed cost for well-located schemes — but cost inflation and any rise in exit yields erode the margin quickly, which makes fixed-price contracting and standardised design central on small sites.
